Disadvantaged Business Enterprise 
The Disadventage Business Enterprise (DBE) Supportive Services Program is a valuable and necessary resource to ensure the improved economic growth and future of firms owned by socially and economically disadvantaged individuals in the state of Arkansas. Firms engaged in and/or interested in performing highway-related work that are certified as Disadvantage Business Enterprises (DBE) are eligible to receive business development, training, financing and bonding assistance, and through the DBE Support Services Program.ADBECA administers this program for Arkansas State Department of Transportation. ADBECA staff or private consultants provide program services to firms on an individual counseling basis as well as workshops and seminars. There is a plan and specification center available to DBEs, located at 1510 South Broadway, Little Rock, AR 72202. The hours of operation for the plans and specification center are 8:00 a.m. – 5:00 p.m., Monday- Friday, or is open special hours by request. Funding for the program is provided by the Federal Highway Administration, enabling all services to be provided at NO COST to qualifying DBE firms. Prior to receipt of any service, the firm must first complete a short intake form. The intake form can be completed by telephoning ADBECA STAFF or download directly from this web site. ADBECA will then determine the firm’s eligibility and identify the specific area of assistance that will best meet the firm’s needs. |

ADBECA Supportive Services 
PURPOSE: The purpose of the Disadvantaged Business Enterprise (DBE) Supportive Service program is to seek, enhance and increase minority–owned and female-owned firms for participation in the highway construction industry in Arkansas. Supportive Service provides the following services to certified DBE contractors: Assists DBE contractors in becoming bonded and obtaining financial assistance by advising, helping, and acting as a liaison between DBE and the bonding company and financial institution. Assists DBE contractors in preparing financial documents through an approved consultant by the Arkansas Highway and Transportation Department (AHTD): Provides technical assistance according to the needs of the DBE contractor;Provide access to all DBE bidders and provide access to DBE Supportive Services when the contract requires DBE participation;Maintains and provides access to a computerized database on all DBE’s; Maintain a database of AHTD approved Supportive Service Consultants;Provide information and resources through newsletter to all DBE’s;Conducts training seminars in various locations in the state;Conducts mini-workshops; Provides copies of plans and specifications of the projects in the upcoming letting; Provides the meeting room the night before each AHTDletting;Attends DBE Certification Committee and DBE Advisory Committee meetings;Makes a concentrated effort to locate qualified DBE contractors and assist them in becoming certified.
